Describe the bug

Pin to this list fails for file in recent list for program. Using OpenShellSetup_4_4_195

Area of issue

Start menu

To reproduce

Click on Start
Goto program Excel(CTR 365)
Hi-lite file name in "Recent" list
Click on push-pi icon(Pin to this list)

Expected behavior

File name moved up to "Pinned" list

Open-Shell version

4.4.195

Windows version

Windows 11 24H2 2025-04 Cumulative Update for Windows 11 Version 24H2 for x64-based Systems (KB5055523)
