We have been getting Chinese gambling spam on https://github.com/The-OpenROAD-Project/OpenROAD but I am unable to report or block it by normal means. I get notification of the spam discussions but when I go to look at it the discussion has already been deleted. When I try to use the moderation options to block the user (wswykpdbpt) I get "An error occurred when trying to block the user: Blocked user has been flagged as spam". The user is then not listed as blocked.

On the surface it seems GH has already dealt with the issue. However the cycle just repeats the next day. It doesn't appear the user is truly blocked. This has occurred on discussions (now deleted) 7494, 7495, 7496, 7526, and issue 7499.

I would like help to stop this from happening, even transiently.
