Ditch scrapper, move to open-meteo

I dont belive (unless we have been given permission by owner) we should be scrapping clearoutside. I propose we change to an open API like open-meteo. Will be doing some reasourch now for good alternatives.

Yes that seems like a problem that I totally oversaw.
Open-meteo looks like a very nice and complete option. Limited to 10000and has everything we need!
Currently we fetch the cloud_cover and in the code this is transformed to irradiance in the inclined plane using a computed GHI and the panels tilt and azimuth angle. Well open-meteo also offers this cloud-cover variable but even more it peoposes directly the irradiance in the plane of the panels. The Python code is provided in the docs, very easy to integrate

To implement this we would need to apply a new dependency:

pip install openmeteo-requests

And also these to treat retys and cache methods:

pip install requests-cache retry-requests

So something like:

UV pip install openmeteo-requests requests-cache retry-requests

I want to implement the same caching functionality we have on solcast. Should speed up MPC times.
