Include repos on custom property

We have a lot of repositories and we want to enable safe-sttings gradually.

We think a way for implementing that would be to include repos by custom properties instead of a regex pattern.

The only way at the moment is to have a regex for each repo. With more than 10k repos that is not ideal.
