Add MonitorUpdatingPersister

MonitorUpdatingPersister is an implementation of Persister that stores ChannelMonitorUpdates separately from ChannelMonitors. Its RFC is in #2545, at https://github.com/orgs/lightningdevkit/discussions/2545.
