Maintenance: Remover layer folder

Why is this needed?

Our repository currently contains a layer directory that was used for Lambda Layer deployment of Powertools v2. Since Powertools v2 is now EOL and we've migrated to a newer V3, this directory is no longer serving any purpose and is creating unnecessary maintenance overhead.

Proposed Change

• Remove the layer directory and all its contents
• Remove any CI/CD steps related to layer creation/deployment, if applicable

Risk Level:

• Low - This is a cleanup activity that doesn't affect production functionality
