Deprecate/update certain APIs in POTel

- deprecate `set_data` in favor of `set_attribute`
- check the default of `traces_sample_rate` wrt to tracing without performance (it shouldn't be "no propagation at all", twp should work by default even if the sdk itself is not creating spans)
