JavaScript promise rejection when trying to reference issues in release's description

Description

When I am trying the new feature "Suggestions for issues", I found that it is not working in release's description.

On Gitea demo site:

But it should have been fixed in 1.23.0.

There is no error in 1.23

By the way, at the moment, "Suggestions for issues" only works on issue/PR page, it doesn't work on other pages like "releases" (it could be improved in the future).

The improved behavior (Make issue suggestion work for all editors #33340) is in 1.23-nightly now, welcome to try.
