The code are from upstream, so I think we should ignore the lint failure to keep original code. |

@intel/llvm-gatekeepers Can we get this merged? This is reland of a reverted upstream commit. The failures in clang-format is expected. |

This reverts commit bfc1956.
With workaround landed in #10695, we should be able to reland the community commit llvm/llvm-project@250f2bb now. This revert the revert to reland it.
