[BUG] backwards compatibility broke with updating to newer protobuf version

renovate regularly opens pr, upgrading certain versions, also for protobuf-java, but we want to stay compatible with a min version, and should not bothered too much with this.

Being on a too new version might cause issues for users with dependencies of other version. hence we should keep the protobuf version as lowest as possible and remove it from renovate configuration.
