K8SPG-761: add support for the PGO_WORKERS env var

DESCRIPTION

This PR adds support for the PGO_WORKERS environment variable in the operator. It allows to configure the number of concurrent reconciliations for the postgres-operator.crunchydata.com/v1beta1 PostgresCluster resource.
