Update release process to specify updating the renderer in VSCode

Whenever we issue a new release of Plotly.js, we should update the corresponding version specified in https://github.com/microsoft/vscode-notebook-renderers/blob/ea1eda7bd67e40b20ef218b0fede7f4ce66efeae/package.json#L179 for VSCode users. We see a handful of users who are running into issues with older versions of Plotly.js in VSCode (plotly/plotly.py#4560, plotly/plotly.py#4549, plotly/plotly.py#4554).
