[monorepo] Build artifacts are not generated correctly on Win32

Description and expected behavior
The source code should correctly build artifacts on Windows platforms that are capable of being tested and executed.

On WIndows, testtools -> schema.ts generates paths in its package.json artifacts that are not capable of being parsed as JSON, such as:

"@zenstackhq/runtime": "file:C:\Users\me\Documents\Repos\zenstack/packages/runtime/dist",
