Write tests for welcome dialog on upgrade from legacy app

The initial implementation of #1580 (from #1590) won't have tests.

This isn't the most critical piece of functionality in the app — but it also shouldn't be that complicated to write tests for. And it's something that doesn't naturally come up at all in daily use of the app by us developers. So it'd be good to write a couple of tests.
